Bloom seeks a highly motivated and experienced Global Trade Professional to join its Global Trade Compliance team. The Global Trade Compliance team is responsible for Bloom’s Global Trade Compliance policies, process improvement, applications, and tools. In addition, the trade team is responsible for energy global trade programs, Customs duty, and Export Compliance and supports all import/export operations globally. We seek an individual contributor who can use “Critical Thinking” to drive operational efficiencies. This person will also be a key driver for Trade Compliance process efficiency and system enhancements. The position will have a direct impact on Bloom’s continued production and sales growth around the world. This role would report to the Sr. Manager, Logistics and Trade Compliance Manager, based in San Jose, California.

Qualifications

Requirements:

  • Import and Export operations experience
  • Free Trade Agreements and Qualifications Programs
  • Import/Export Compliance Audit Programs
  • Skilled in Classification: Harmonized Tariff Schedule (HTS), Export Commodity Classification Number (ECCN), and Export License Determination.
  • Experience filing for CBP Rulings and responding to CBP requests for information (CF28, CF29, etc.)
  • Bachelor’s Degree in a related field of study or equivalent experience
  • Exceptional analytical skills with regard to financial analysis, data manipulation, and the ability to create actionable information from data
  • Advanced proficiency in Microsoft Excel, PowerPoint, Word, and Visio
  • Experience with Oracle ERP, Global Trade Management (GTM) implementation – systems & operational workflow design
  • Ability to communicate clearly to technical and non-technical audiences
  • Capable of creating written reports, proposals, processes, and project documentation
  • Ability to work in a fast-paced environment and deliver high-quality results
  • Licensed Customs Broker or Certified Customs Specialist or Certified U.S. Export Compliance Officer.

Responsibilities

Role and Responsibilities

  • Responsible for global HTS and ECCN classification, Export License Determination, Screening, and Country of Origin determination, as well as support for Bloom’s Free Trade Agreement and Special Trade program operations.
  • Conduct effective and timely transactional review and audit of all import/export records and elevate issues requiring correction to Corporate TC prior to the payment date.
  • Strong background in import ISF, FDA, AD/CVD, Section 301 and exclusion, steel and aluminum licenses, and other import licenses such as KC Certificate and CE Marking Certification.
  • Apply working knowledge of import/export regulations and requirements to support business demands. Consolidate and analyze import/export data to identify risks or opportunities for duty savings.
  • Research, summarize and provide strategic insights regarding Global Trade Compliance processes, policies, and regulations.
  • Identify & execute opportunities to increase bandwidth through trade automation and streamlining of business processes.
  • Complete special projects as needed including preparations of executive-level presentations.
  • Provide analytical support and ad-hoc projects as needed for reporting price adjustments, royalties, etc., via the CBP Reconciliation Prototype Program, and prepare reports and make recommendations to Senior Trade Compliance Manager, as appropriate.
  • Provide analytical support related to CBP CF-28, Post Summary Correction, and Prior Disclosures.
  • Manage Customs Broker and ensure a timely and accurate response to Broker requests for information and follow-up to ensure resolution.
  • As the Senior Trade Compliance Manager directs, implement appropriate corrective actions in response to any findings in the Corporate Trade Compliance assessment.
  • Interface with related functional areas (logistics, purchasing, materials management, warehousing, engineering, etc.) on import and export matters and coordinate Corporate LMS training for personnel in these areas, as needed.
  • Personally educate self on latest Customs, PGA, Export Regulations, Logistics, and other government agency regulations.
  • Operates with general direction and supervision from the Senior Trade Compliance Manager.
  • The incumbent is accountable for compliant importation and exportation of goods and services, including proper classification and valuation.
  • Must have the ability to analyze opportunities and make recommendations on options and/or alternatives to achieve divisional financial objectives.
  • The Analyst will be privy to highly confidential financial information and must work within the scope of attorney/consultant and client privilege, where deemed appropriate.
  • The proper balance between cost optimization and compliance must be maintained.
