Export Compliance Officer

|
The Jet Propulsion Laboratory is currently seeking an experienced Export Compliance Officer to join their Export Compliance team.
The selected candidate will:
•Act as the primary interface with the U.S. State Department, Bureau of Industry and Security (BIS), and U.S. Customs for JPL compliance, licensing, and jurisdictional matters.
•Ensure that the release of Laboratory scientific and technical information (STI) compiles with applicable government laws and regulations for dissemination to international partners or organizations.
•Represent the Office of Export Compliance for release of controlled technical information & technical assistance (i.e. perform document review of technical information and/or provide technical assistance to ensure that the appropriate Legal Authority is in place prior to release to NASA Partners and/or other Foreign Persons and/or review presentations, publications, and white papers for controlled technical information prior to public or outside release).
• Interface with government licensing authorities on complex export issues.
• Consult with program offices on drafting required export licenses, technical assistance agreements and licenses for permanent or temporary export.
• Evaluate and refines procedures and drafts and recommends policies ensuring compliance with U.S. Export and Import Laws and Regulations.
• Conduct export compliance training across the Laboratory.

Qualifications:
This position typically requires a Bachelors degree in Applied Sciences, Physical Sciences, Engineering, Business, International Relations, or related discipline with a minimum of 6 years of related experience in export compliance.
Other requirements include:
• Advanced knowledge in one or more of the following areas: export compliance and export licensing.
• Extensive understanding and wide application of advanced principles, theories, concepts and techniques in export classification of U.S. Munitions items and U.S. Commerce items.
• Advanced knowledge of applicable industry and/or academic practices and standards in export compliance.
• Experience in analyzing and applying U.S. Export Administration Regulations and International Traffic in Arms Regulations.
• Strong knowledge and experience in analyzing and implementing export regulations, where applicable.
• Proven ability to create, implement, and manage new export control programs.
•Experience in preparing, applying and obtaining export licenses from U.S. State Department and U.S. Commerce
•Experience in creating, executing, and managing audit plans
•Experience in project management
•Excellent written and oral communications skills.
•A self-motivated individual, who is able to work independently.
